Policy Development
The Carlisle Borough Police Department's policies are what governs and dictate the proper behavior and actions by all personnel at the Department. These policies can be thought of as a set of standards. All officers are issued a policy manual which they are required to know and follow during their course of duty.
Such policies include "Pursuit Procedures," "Use of Force," and "Equipment Requirements." These policies not only dictate proper officer actions put are also used for legal purposes. Without policies the Department leaves itself open to litigation.
Policies are generally written and distributed by the administrative staff of the Department including the Chief and Lieutenants. All policies are approved by the Chief before being implemented.
Currently the Department is in the process of becoming an accredited institution through The Commission on Accreditation for Law Enforcement Agencies (CALEA). Part of the accreditation process is to have a full set of standards and policies established in the Department.
The purpose of CALEA’s Accreditation Programs is to improve the delivery of public safety services, primarily by: maintaining a body of standards, developed by public safety practitioners, covering a wide range of up-to-date public safety initiatives; establishing and administering an accreditation process; and recognizing professional excellence.
